Polygon: Adjust PIP-65 priority fee allocation formula and allocate 50% to pledgers

The Polygon community has released a PIP-85 proposal that will adjust the PIP-65 priority fee. The specific change plan is as follows:<br /> First, 50% is taken from the validator pool and distributed to pledgers through the regular Merkle token taker deployed on Ethereum.<br /> Secondly, adjust the allocation method of the remaining validator pool, 75% of which will be allocated with equal weights based on performance, and 25% will be allocated according to the existing pledge weight formula.
