Wintermute policy director: Clarity bill has only 30% chance of passing this year
On April 11, Ron Hammond, policy director at crypto market maker Wintermute, said that although legislative momentum in Washington is gathering, the probability of the Clarity Act passing in 2026 is only 30%. The bill aims to regulate the structure of the U.S. crypto market and clarify the regulatory responsibilities of the SEC and CFTC. Hammond pointed out that bank opposition is the biggest obstacle, especially around whether stablecoins should provide benefits, and a "yield agreement" compromise proposed about two weeks ago has failed.
