Kara Calvert, vice president of U.S. policy at Coinbase, said the CLARITY bill could enter its review stage before the U.S. Senate Banking Committee as early as next week. "My prediction is that we will have a review next week," Calvert said at Consensus2026. She pointed out that the bill requires at least 60 votes in the Senate to pass and requires bipartisan support to formally become law. She said: "It means you need Democrats. You need a bipartisan bill, and we've been working very hard to ensure that bipartisanship lasts. I think the biggest question is how the votes will be shaped in the next few days." A HarrisX survey released Thursday showed that the demand for clear federal rules is strong, broad and consistent. A majority of 70% of voters said the United States should have passed clear cryptocurrency legislation, and 62% said it is important for the United States to set global rules for digital finance. Calvert also said that the lack of a consistent tax policy is a major "obstacle" for institutions to adopt cryptocurrencies, adding that tax reform is a bigger issue for institutions than market structure legislation.
