The US SEC releases new draft strategy promising to establish a clearer regulatory framework for digital assets
The U.S. Securities and Exchange Commission (SEC) released a draft strategic plan for 2026-2030 and publicly solicited comments, showing that under the leadership of Chairman Paul Atkins, digital assets, capital formation and technology modernization will become key directions in the future. The draft emphasizes that the SEC will promote the establishment of "clear and applicable" regulatory rules while protecting investors to support responsible innovation, and clearly points out that digital assets and distributed ledger technology need to adopt a more rational, consistent and principles-based approach. The announcement was seen as one of the clearest signals yet by the SEC that regulators are seeking to provide a dedicated regulatory framework for the crypto industry rather than relying solely on existing securities laws and enforcement actions. In addition, the SEC also plans to modernize the information disclosure system, expand private equity market access, and create new financing channels to support the development of startups and small and medium-sized enterprises and improve market efficiency. In terms of enforcement, the SEC proposes to adjust its regulatory focus to focus more resources on combating fraud, market manipulation and obvious violations, and reduce reliance on temporary enforcement measures for supervision.
