On July 26, Al Jazeera quoted the Iranian National Broadcasting Corporation (IRIB) as saying that the National Security Committee of the Iranian Parliament was working with the Judicial, Economic and Civil Affairs Subcommittee to consider a draft bill on the management of the Strait of Hormuz. Although Iran has not released details of the draft bill, officials have previously said it aims to establish Iran's sovereignty over the sea passage and is intended to impose fees on ships passing through the strait. Ali Nikzadeh, deputy speaker of Iran's parliament, said in May that the draft stipulates that Israeli ships "will never be allowed to pass through the Strait of Hormuz" and that ships from "hostile countries" will not be granted permission to pass unless compensation is paid for war-related losses.
