Ulanqab plans to surpass OpenAI Stargate with 12.5GW

Goldman Sachs data shows that the total capacity commitment of data centers in Ulanqab, a prefecture-level city under the jurisdiction of the Inner Mongolia Autonomous Region, is approximately 12.5GW, exceeding the 10GW target originally set by OpenAI for Stargate. However, only about 1.2GW are actually put into operation. This round of expansion has mainly occurred in the past year. More than 70% of Ulanqab's capacity commitments have been added in the past year. DeepSeek plans to build about 1GW of data centers, and Xiaohongshu has also been exposed to consider building about 600MW projects. Companies such as Byte and Ali have also entered the market. Land is cheap, electricity is cheap, the weather is cold, and it is close enough to Beijing. Dedicated optical fiber has reduced the average delay from Ulanqab to Beijing to less than 5 milliseconds.
