China to Introduce AI Safety Regulatory Standards Covering the Full Lifecycle

Wang Ruomeng, an official at China’s National Development and Reform Commission (NDRC), told Bloomberg on Tuesday that China is accelerating its AI legislation process, aiming to implement full-lifecycle regulation over AI development and deployment—with oversight extending to critical areas such as data and computing power. This regulatory framework is designed to mitigate runaway risks posed by rapidly advancing AI capabilities and is regarded as one of the most systematic and comprehensive AI safety guidelines globally. Leading domestic AI developers—including DeepSeek, Moonshot, and Alibaba—are all within the scope of this regulation, as these firms work to build advanced AI models capable of competing with top-tier large language models from OpenAI and Anthropic.
