On April 16, The Russian Federation Security Council Secretary Shoigu said that Ukraine drones "use" the airspace of Finland and the Baltic states to attack Russia "increasingly frequent." Shoigu said that either Western air defense systems were "extremely inefficient" or these countries deliberately opened their airspace,"that is, openly becoming accomplices in aggression against Russia." He further emphasized that Article 51 of the United Nations Charter would apply in the latter case, which states that a State has an inalienable right to self-defense in the event of an armed attack.
