Analysis: The United States and Iran have differences on the memorandum of understanding, the United States wants to talk about nuclear issues, Iran focuses on Hormuz
On June 30, according to Al Jazeera, maritime security analyst Alexandru Hudisteanu said that there was a "mismatch" in the interpretation of the memorandum of understanding between the United States and Iran. Iran prefers to understand the content strictly in accordance with the terms of the agreement, while the United States emphasizes the overall spirit of the agreement. This difference is particularly obvious in the passage arrangements in the Strait of Hormuz. Analysts believe that Iran hopes to establish the current arrangement as a bilateral temporary ceasefire agreement with the effect of international law, while the United States regards it as an "understanding" that Iran will ensure smooth shipping in the Strait of Hormuz in the next 60 days, and then continue to advance relevant discussions. Hudisteanu pointed out that Iran still hopes to prioritize issues such as the Strait of Hormuz and use them as an important bargaining chip in negotiations with the United States; while the United States hopes to resolve the Strait issue as soon as possible and shift the focus of negotiations to the Iranian nuclear issue.
