Iran’s Supreme Leader issues directive: “Effective and geographically unrestricted response” to any hostile threat
On October 31, Iran’s Supreme Leader Mojtaba Khamenei convened a meeting of senior commanders of the Armed Forces to issue comprehensive directives on national security and military strategy. He stated that achieving “maximum deterrence” fundamentally hinges on maintaining a vigilant, rational state of readiness—and responding to all hostile actions with overwhelming capability. In the face of threats of any nature or at any level, Iran must deliver immediate, precise, and cross-domain countermeasures—without being constrained by geographical boundaries.
Mojtaba explicitly declared: Should the adversary launch another military or terrorist attack, the timing and final conditions for ending the conflict will be determined solely by Iran’s Armed Forces and the Iranian people—not by external powers.
He particularly stressed the need to systematically strengthen Iran’s military intelligence apparatus, while simultaneously advancing indigenous defensive capabilities across both “theoretical” and “tactical” dimensions. He called for accelerating the modernization of national defense and security systems through cutting-edge technologies; forging unshakable spiritual resilience and combat resolve; and consistently ensuring robust logistical support and quality-of-life provisions for all service members.
Additionally, the directive mandates dynamic updates to the list of strike targets—ensuring that all tangible and intangible U.S. and Israeli assets—including physical facilities, financial networks, digital infrastructure, and strategic nodes—are brought fully within the effective range and operational coverage of Iran’s Armed Forces.
Mojtaba highly commended the steadfast positions demonstrated by various Resistance Fronts across different countries, noting that cross-domain, cross-bloc unity and coordination have become a strategic pivot and decisive variable in reshaping the political and security landscape of West Asia. This emerging order will not only restructure regional dynamics but also provide a practical pathway for deepened cooperation among Islamic governments and peoples—laying a solid foundation for the emergence of a new Islamic civilization.
